Such a compact is subject to ratification by Congress ~nd' the <br /> <br />Legislatures of the various states. <br /> <br />It is hoped that such an agreement maY'be:ar:rived at ~ t~~s. <br />Connnission as will prevent endless litigation which will inevitably <br /> <br />. . ,. , <br />arise in the conflict of stat!" rights, with :delays and coststhilf;will <br />, . <br /> <br />, . . . . <br /> <br />be imposed upon our citizens through such conflicts.
