Carpenter of Greeley Colorado was duly <br />appointed commissioner for Colo. there under to negotiate a compact <br />between Colo and,the United States and the other Colorado River <br />States mentioned in section one of said act and that his commission <br />was delivered and he dul~ qualified as said commissioner on the said <br />date. <br /> <br />O. H. ~. 'llorviel, State Water Com- <br />missioner of Arizona, was on March 23rd,j 1921, appointed by me , <br />representative of the State of Arizona oh a joint Commission to be <br />composed of a representative of Arizona,: California, Colorado, Nevada, <br />New Mexico, Utah 'and Wyoming, and a duly: authorized representative of <br />the United States of America, such Commission to be constituted for . <br />the purpose of negotiating and entering into a compact or agreement' <br />between the said'States, and between saii:l States and the United <br />States, with the consent of Congress, re~peoting the further utiliza- <br />tion and disposition of the waters of th~ Colorado River and streams <br />tributary thereto, and fixing and dete~ning the rights of the said ' <br />States and the rights of the United States in and to the use and dis- <br />position of the waters of said stream and the benefits to be derived <br />therefrom.
