<br />May 12, 1921{ I have ~ppointed Mr. W. F. MqC1ure, state Engineer, of
<br />Sacramento, va1ifornia, as Commissioner to ,represent the State of
<br />California in all negotiations provided for under said act.

<br />Pursuant to the provisions 'of Chapter!88, Statutes of 1921, of
<br />the Legislature of California, I ,have appo~nted Mr, ~I. F. McClure,
<br />Forum Buildings, Sacramento, California, who is the State Engineer, to
<br />be the representative of the State of California on a joint oommis"
<br />sion composed of one representative from each of the States of
<br />Arbona, Oalif'ornia, Colorado, Nevada, New Nexico, Utah and Wyoming,
<br />'and two duly authorized representatives of' the United States of
<br />America, the principal duty of which commi~sion shall be to negotiate
<br />and enter into an agreemept,between the seiera1 states herein mention-
<br />ed and between the said states and the Uni~ed States of America,
<br />subject to the consent of congress, respec~ingthe further use and
<br />disposition of' the waters of the Colorado ~ver and streams' tributary
<br />thereto, and fixing and determining the rights' of'each of said states
<br />and the rights of'the United States in and:to the use, benef'it, and
