<br />1557 <br /> <br />improving resource values within the existing <br />legal, institutional, and management &amewotk. <br />Artangements have been negotiated in the past to <br />enhance certain water-dependent resource values <br />(i.e., fisheries and float-boating activities on the <br />Arkansas Rivet). Negotiated agreements for teser- <br />voir releases. special-use permit stipulations. river <br />exchanges, reservoir release: subsritucions. or poine <br />of diversion transfers are some of the options that <br />may be available to preserve and enhance the vari- <br />ous key resource values. <br /> <br />The following are existing agreements and man- <br />agement plans affecting the river and adjacent <br />resources. <br /> <br />Fryingpan-Arkansas Project: The Bureau of <br />Reclamation's Fryingpan-Arkansas Project was <br />authorized bv Congress" ...for the purposes of <br />supplying water for irrigation, municipal, domes- <br />tic, and industrial uses, generating and transmit- <br />ting hvdroelectric power and energy, and control- <br />ling floods. and for othet useful and beneficial <br />purposes incidental thereto. including recreation <br />and the conservation and development of fish and <br />wildlife." (Acr of August 16, 1962, P.L 87,590, <br />76 Stat.389). Users of Project Watet are located in <br />the Southeastern Colotado Watet Conservancy <br />District. Project reservoirs located in the Arkansas <br />River Basin are Turquoise Lake and Twin Lakes <br />near Leadville and Pueblo Reservoit near Pueblo. <br />Recreation facilities and activities at me former <br />twO reservoirs are administered by the U.S. Forest <br />Service and at the latter reservoit by the Colotado <br />Division of Parks and Outdoor Recreation. <br /> <br />Arkansas Headwaters Recreation Area: Under a <br />cooperative management agreement, the Bureau <br />of Land Management and Colorado Division of <br />Parks and Outdoor Recreation have implemented <br />the Arkansas Rivet Recreation Management Plan. <br />This plan recognizes the interrelationship of reCte- <br />ation (e.g.. boating, fishing) with the fisheries, <br />aquacic habitats and aquatic ecosystems, riparian <br />vegetation, and water quality of the Arkansas <br />River. The agencies direct specific actions to <br />maintain the quality of these resourceS and the <br />opportunities they present. The Plan ditects recre- <br />acion management on the river corridor from <br /> <br />Leadville to Pueblo Reservoir, and it ditects coor- <br />dination with the river corridot communities, <br />local governments, land owners and watet users. <br /> <br />Pike and San Isabel National Forest Plan: This <br />U.S. Forest Service land-use plan provides general <br />direction for watet resoutces. including manageo <br />ment adjacent to Twin Lakes and TUtquoise <br />Reservoirs. Specific management goals are to pro- <br />vide healthy, sdf-petpemating plant communities, <br />meet water quality standards, provide habitatS for <br />viable populations for wildlife and fish, and pro- <br />vide stable stream channels and still water-body <br />shorelines. An earlier agteement with the U.S. <br />Bureau for Reclamation srates that effortS will be <br />made w maintain specified minimum pool eleva- <br />tions for Turquoise R.:servoir, however, project <br />needs could dictate furthet lowering (1976 <br />Memorandum of Understanding). This agteement <br />also states that ,he Forest Service is responsible for <br />adminiscration :md managemenc of all recreation <br />activities associaced with rhe warer surface of <br />Turquoise Reservoir. <br /> <br />Lake Pueblo State Park Management Plan: This <br />Plan governs the management of the 4.646 sur- <br />face acre reservoit and irs adjacent lands by the <br />Colorado Division of Parks and Ourdoot <br />Recreation. The Reservoir is part of the <br />Fryingpan-Arkansas Project, operated by ,he <br />Buteau of Reclamation. Goals of the State Park <br />Management Plan are co maintain: safe Water- <br />based recreation activities, a variecy of compli- <br />mentary land based recreation facilities, the quali- <br />ty of the reservoir fishery, and the viability of <br />reservoir based concessionaires. Management is by <br />agteement with the Bureau of Reclamation. <br /> <br />Division ofWudlife Management Guidelines for <br />Uppet Arkansas River Basin: Under these guide- <br />lines, the Division of Wildlife has set manage- <br />ment objectives for the uppet Arkansas River, <br />uppet Fryingpan-Arkansas Reservoirs, and Pueblo <br />Reservoir. Management direction for rhe river <br />corridor is to optimize the production of self- <br />reptoducing brown [(our populations and encour- <br />age the development of self, reproducing rainbow <br />troUt fisheties.
