This <br />presemarion will: <br /> <br />(\) inrroduce the reader ro the stUdy serring and <br />srudy merhodology <br /> <br />(2) summarize the legal and insritUrional conrexr <br />mar river managers must work within in order to <br />implement river management'improvements that <br />could benefir both narural resources and warer <br /> <br />users. <br /> <br />(3) summarize how ~ows in rhe upper basin have <br />changed a.s J. result of increasingly intensive man- <br />agemenr of warer from the late 1800's ro rhe pre- <br />sent. <br /> <br />(4) provide a summary of how rhe Fryingpan- <br />Arkansas Project is operared ro meet the needs of <br />water users <br /> <br />(5) summarize resource values and their corre- <br />sponding How needs for the Arkansas River and <br />four reservoirs - Pueblo Reservoir, Twin Lakes, <br />Turquoise Reservoir, and Clear Creek Reservoir, <br /> <br />This documem is organized imo four pam: <br /> <br />Section I summarize the physical setting for the <br />stUdy, rhe purpose of the study, the existing land <br />and warer managemem framework, and rhe <br />methodology used in the srudy. <br /> <br />Section II is a summary of the majO[ legal and <br />institUtional demencs involved in Arkansas River <br />managemem, with emphasis on the major mcili- <br />ries and laws that impacr Haws on rhe main seem <br />upscre:un &om Pueblo Reservoir. <br /> <br />Section III provides a summary of an exrensive <br />hvdrologic analysis thar was performed ro derer- <br />mine! how construction of Water management fea- <br />rures, such as rransbasin import syseems and large <br />srorage faciliries, have mecred rhe magnitUde and <br />riming of river flows. <br /> <br />Section IV explains how rhe how the Frvingpan- <br />Arkansas Projecr is opera red if ,he sole objeCtive is <br />ro maximize rhe yield of water from the projecr <br />for human uses. An annual hydrograph tor rhis <br />operarional approach is presemed, using data <br />from rhe 1982 ro 1995 period. This hydrograph <br />provides a baseline against which natural resource <br />needs can be compared. <br /> <br />Section V incorporares numerous rabies rhar allow <br />the reader (0 see at a glance me flows required co <br />suPPOrt narural resource values on ,he Arkansas <br />River, at Turquoise Lake and Twin Lakes, and ar <br />Pueblo Reservoir.
