Section II is a summary of the majO[ legal and institUtional demencs involved in Arkansas River managemem, with emphasis on the major mcili- ries and laws that impacr Haws on rhe main seem upscre:un &om Pueblo Reservoir. Section III provides a summary of an exrensive hvdrologic analysis thar was performed ro derer- mine! how construction of Water management fea- rures, such as rransbasin import syseems and large srorage faciliries, have mecred rhe magnitUde and riming of river flows. Section IV explains how rhe how the Frvingpan- Arkansas Projecr is opera red if ,he sole objeCtive is ro maximize rhe yield of water from the projecr for human uses. An annual hydrograph tor rhis operarional approach is presemed, using data from rhe 1982 ro 1995 period. This hydrograph provides a baseline against which natural resource needs can be compared.
