Support developmenl of a cooperative water data system to a..sess <br />current and future water uses in the Mi!tsouri River basin. <br /> <br />. Oppose Section 404 of the Federal Water Pollution Control Act <br />(public law 92-5001. which gives the Corps of Engineers broad <br />regulatory authority over all waters 01 the United Slales. <br /> <br />. Raise the 16Q-acre limilalion on land under single ownership which <br />may be irrigated from federal reclamation projects 10 reflect varying <br />climatic and soil conditions. <br /> <br />. Reaffirm support of the waler resource development projects <br />presently authorized in the Missouri River basin Slales. <br /> <br />The third Missourj River Bilsin Governors' Conference wa~ held in <br />1978 in Great Fall~, Montana. Three r~olution~ emerged from the <br />conference which: <br /> <br />. Identified a basinwide hydrology study to develop a cooperative <br />water accounting sy~tem as the first priority of the Commission in <br />1980. <br /> <br />. Supported passage of a comprehensive National Water Resources <br />Management Act as dralted by the Commission's State Caucus. <br /> <br />. Requested "full compensation" to owners of state water rights <br />which may be taken by the Federal Government or Indian tribes. <br /> <br />In 1979 the governors met in Kansas City, Missouri for the fourth <br />Missouri River Basin Governors' Conference. The governors adopted <br />six resolutions which: <br /> <br />. Supported development of a uniform flood plain management <br />program among states bordering the Missouri River below Gavins <br />Point Dam. <br /> <br />. Supported funding of the Missouri River Basin Hydrology Study. <br /> <br />. Opposed proposed national water project cost.sharing legislation. <br /> <br />. Supported continuation of USDA Resource Conservation and <br />Development and Snow Survey programs. <br /> <br />. Requested increased federal financial assistance for state water <br />planning. <br /> <br />. Requested the High Plains Study Council to report on water impor- <br />tation studi~ associated with the High Plains Ogallala Aquifer Study. <br />Role of Chairman, Vice Chairman, <br />Members. Alternates and Observers <br /> <br />In accordance with the congressional mandate authorizing the estab- <br />lishment and operation of river basin commissions in the United <br />States, a Presidenti.ally.appointed Commission Chairman served as <br />the coordinating officer of federal members of the Commission and <br />chairman of the federal member caucus.
