<br />~ <br />Cj Status of Implementinq Public Law 98-569 <br /> <br />~ <br />~ The 98th Congress passed H. R. 2790 that amends Public Law <br />93-320, the Colorado River Basin Salinity Control Act. The <br />President signed the bill on October 3D, 1984, and the <br />legislative initiative became Public Law 98-569. The <br />following comments provide a status of activities directed <br />toward implementing the new legislation: <br /> <br />preconstruction activities are underway in the salinity <br />control units newly authorized for construction by the <br />Department of the Interior: Winter Water portion of <br />Stage I of the Lower Gunnison Basin Unit, Colorado, <br />and the McElmo Creek Unit as a part of the Dolores <br />Participating Project, Colorado; <br /> <br />Since the USDA portion of the Colorado River Basin <br />salinity control program has not yet been funded, <br />the Secretary of Agriculture continues to use existing <br />authorities to carry out the onfarm program. <br /> <br />The Secretary of Agriculture will submit a report <br />on the on farm program to the Congress by January I, <br />1988, and every five years thereafter; <br /> <br />BLM is continuing to work on its comprehensive salinity <br />control program. A draft report describing the program <br />is scheduled to be completed by January 1987. <br /> <br />Current studies are investigating industrial water use <br />for disposal of saline and brackish waters; <br /> <br />Reclamation plans to undertake advance planning on the <br />Sinbad Valley Unit, Colorado, in 1989, if funding <br />permits; <br /> <br />The investment schedules are reviewed annually to make <br />certain the Lower Basin Development Fund can repay its <br />share of the investment and operation and maintenance <br />costs. <br /> <br />12 <br />
