.

.

.

o 8 I).}

INTRODUCTION

service to lands in the Thompson Creek, Three Mile Creek, and Four Mile
Creek areas and of expandi~g the Bl~estone project to include additional
water for lands in the Bluestone Ditch and Parachute Creek areas.

ffilile the Basalt and Bluestone projects appear to present the most
favorable potentialities for the use of Ruedi Reservoir water on the
western slope. studies of these projects are not meant to preclude con-
sideration of other possibilities for utilizing the water. Some \lest ern
slope storage needs will be supplied from the existing Green ).jountain
Reservoir of the Colorado-Big Thompson projec.t by agreements to 'be made
under the provisions of Senate Document No. 30. 75th Congress, 1937. The
ultimate assignment of Ruedi and Green gountain Reservoir water to western
slope projects will require an extensive coordination of water uses and
water rights that is beyond the scope of the present studies.

Only project effects on irrigation are appraised in the accompanying
report on the Basalt project and only effects on irrigation and po.wer in
the report on the Bluestone project. Effects in other fields such as
recreation. fish and wildlife, a.'ld flood control will be considered in
future studies made in greater detail. TIle Bureau of Sport Fisheries and
Wildlife in a memorandum dated December 1962. a copy of which is appended
at the end of this volume, discusses aspects of the projects to which
that ag'mcy will give further consideration during the course of future
feasibility studies.

1:Tater conservation agencies in Colorado have encouraged the investi-
gations covered by this report and have been most helpful in the ~rose-
cution of the work. The Colorado Hater Conservation Eoard contributed
$15.000 to the Bureau of Reclamation in order to have studies started in
Fiscal Year 1961. The board also contribut_~d~unds r.o the~Geologi-
eal Ou. v,,:t for 'tile 1nstallation of three gaging stations on potential
project streams. The Colorado River Water Conservation District assisted
in the investigations and made water filings required for the projects.
The district also obtained advance topographic sheets of project areas
from the U. S. Geoloeical Survey which were useful in project studies.

4
