<br />Numerous respondents requested an analysis of how other proposed water projects would affect
<br />various elements when considered in combination with the proposed water delivery contract.
<br />" Projects mentioned included ABLateral, transbasin diversions, Rocky Point, Union Park, Dallas
<br />, Creek, Arapahoe County, City of Aurora, Red lands Diversion, Uncompahgre,Paonia, Smith
<br />Fork, Bostwick Park, Fruitgrowers, and Dominguez, Elements discussed included water supply,
<br />recreation releases, endangered fish, trout and native fisheries, ,and local,county, and basin
<br />economies.

<br />COncellls were also expressed on the effects of the contract on proposed legislationto designate
<br />the Gunniso!l as a Wild and Scenic Iliver, redesignate BlackCal:iyon asa natiortalpark; and,
<br />establish a National Conservation Area in the Gunnison Gorge,

<br />IV. UNAVOIDABLE IMPACTS AND MITIGATION.

<br />During public' meetings and, included in several written comments were ideas. and questions'
<br />concerning the potential mitigation problems that might occur under the contract.,

<br />In Gunnison, it was asked how Morrow Point and Crystal Reservoirs could be operated to ,
<br />mitigate eff~ts of CO!ltract releases, Gunnison and Montrose meeting participants and the
<br />Montrose EconOmic' Development Council questioned' if operational changes would cause
<br />stl11ctural damage, increase operation and maintenance costs, or:increase erosion problems at
<br />Crystal Dam, Morrow Point Dam, the ,Gunnison Tunnel, or other gownstrealll Structures, If so,
<br />they asked how these impacts would be mitigated and paid for.

<br />One participant in Montrose asked whether Ilidgway Reservoir of the DallaS CreekProjectcould
<br />furnish water to downstream endangered fish species, Another participantsuggested that better
<br />water monitoring could result in more efficient water use, Several suggestions were made that
