Cengressman Campbell mentiened: "Te reselvethe uncertainties, I asked the BOR, NPS, and FWS te werk with water users, the State, and the Justice Department te develep awater centract that weuld alse anticipate the passage of the legislatien te designate the Gunnisen River as a Wild and Scenic River; create a Natienal Censervatien Area and redesignate the Black Canyen of the Gunnisen Natienal Menument, protect the new park and recegnize existing water, rights.. ..my bill is very much alive and is the most immediate vehicle that is .available , te help achieve the geals ... ef ensuring that the Gunnisen River is protected." " CREDA questiened the ability ef the United States te enter inte a centract in perpetuity, and the basis fer binding the United States te a centract with the State, They were alse cencerned about cenflict reselutien if Federal agencies den't agree, and potential fer cenflict with 'future Cengressienal legislatien. Gunnisen participants asked what prierity pewer weuld be assigned in the centract, and the; NPCA was cencerned that pewer preductien weuld be allewed te evershadew ethercencerns in the centract negotiations.
