S., state and county highways traverse the basin
and form an adequate network for vehicular transportation. Rail and
airline transportation facilities supplement the highway system,inter-
connecting major cities in and adjacent to the basin.

Of the 52 counties falling wholly or partially in the Upper
Arkansas River Basin, five have been designated redevelopment areas
as of July 1, 1963, under Section 5 (b) of the Area Redevelopment Act
of 1961. These have been so designated for varying reasans such as
substantial and persistent unemployment. In addition, two counties
have been designated as having relatively continuous substantial unem-
ployment, being eligible for assistance under the Public Works
Acceleration Areas Program (PL 87-658).

eXISTING WAT.R H.SOUReS DBVBLOPM.NTS

The existing major reservoirs in the Upper Arkansas Basin are
for flood control and irrigation and do not include hydroelectric
developments.
