<br />'" <br />~ <br />H:l. <br />en <br /> <br />USDA Rural Clean Water Program <br />The Rural Clean Water Program was established under <br />provisions of Section 208(j) of the Clean Water Act. To <br />date, Congress has not appropriated funds for program <br />implementation. Through the 1980 Agricultural Appropria- <br />tions Act, Congress appropriated $50 million to carryout <br />the 1980 experimental Rural Clean Water Program. The <br />Program provides for technical assistance and cost-sharing <br />for installing and maintaining best management practices <br /> <br />to control rural non-point sources of water pollution. <br /> <br /> <br />RCWP projects are selected by a National Coordinating <br /> <br /> <br />Committee and are administered through the Agricultural <br /> <br /> <br />Stabilization and Conservation Service with technical <br /> <br />assistance coordinated by the Soil Conservation Service. <br />To be eligible for RCWP funding, a proposed project must <br />be consistent with a certified and approved agricultural <br />portion of a Water Quality Management (208) Plan. The <br />Talmage Project in the Uinta Basin in eastern Utah was <br />submitted for RCWP funding, as were two projects in Colorado, <br />one in the Mancos 'Valley in the San Juan Basin and the other <br />at Tongue Creek, a tributary of the Gunnison River. 'Funding <br />requests were also submitted for the Muddy River in Nevada <br />and the Salt River in Arizona. However, the initial 13 <br />projects selected for funding under the Rural Clean Water <br />Program did not include any projects within the Colorado <br />River Basin. <br /> <br />-18- <br />
