<br />The Legislature, on January, 18, 1967, unani-
<br />mOlJsly endorsed Legislati've ResollJtion
<br />NumberS. This resolution outlined a specific
<br />directive on which to base Nebraska's State'
<br />Water Plan. Resolution No,S: stated:

<br />WHEREAS, the ~ater su'i)plies ofNebras-
<br />ka are not so located of such a quantity to
<br />satisfy all present and future needs; and
<br />
<br />WHEREAS,' the state has a responsibility
<br />to guide the development of resources so that
<br />maximum benefits accrue to the citizens of the
<br />state; and
<br />
<br />WHEREAS, the onleTly development and
<br />utilization of water and land resources ofNe-
<br />braska is essential to the fullest ,utilization of
<br />these resources and the economic develop-
<br />ment of the state; and
<br />
<br />WHEREAS,' such orderly, deveiopment
<br />can only be realized' by irriplem'entation','.<;>f a ' '
<br />comprehensive, water and related land plan;
