<br />The water resources planning fi,eld has in
<br />the past been a rather limited 'area. There is a
<br />shortage of experienced. personnel and cbm-
<br />petition for this personnel' has become real
<br />keen. Most of the cooperating state and federal
<br />agencies, including the Commission, have
<br />experienced problems in the recruibnerit of
<br />qualified 'personnel. Because of this situation,
<br />several agencies have experienced vacanc;ies
<br />which have been difficult to fill. They have'
<br />been forced to leave positions vacant or, fill
<br />them at a higher than anticipated' salary. '
