The timely development and ma~agement <br />of water resources as essential aids' to the <br />economic development and growth ofthe state. <br /> <br />. The preservation of water resources in <br />appropriate instances to insure, that tl}ey'will <br />be available when needed. . <br /> <br />. The general welfare of the people of. the' <br />State as the overriding determinant in formu- <br />lating the Framework. ' ' ' <br /> <br />Before planning could b~gin, it ~as neces- <br />sary to collect, in an organized manner, exist- <br />ing knowledge of Nebraska's re~ources. The <br />Framework Plan will contain tiv~ separate <br />volumes. The first'four will deal ~ith the re-, <br /> <br />sourcesava~lable and,the needs to be fulfilled, , <br />while the last will present the general plan of <br />wate~ development for the state intIuding the <br />general. nature, extent and timing of recom- <br />mended, gevel<;>pmept. <br /> <br />, Recognizing that' the purpose of the Plan <br />is to meet the needs of an unknown fu'ture, the <br />'.. , 'Framework Plan will be broad ,and, leaves, to ' <br />the future 'th~ description of such specifics as <br />will be' required. The problem is to provide <br />definite guidance for future development and <br />still not foreclose alternatives. . <br /> <br />Since planning is a continual process; the <br />bulk of time and funds available in the <br />1967-69 biennium ~ere used to assemble th~ ' <br />volumes Qf basic data which, would provide <br />the foundation for present planning and re- <br />lieve future planning of much of this task. It <br />is expected that the~e basic data wiil require <br />only review and updating to serve as a basis <br />for planning in the next decade. <br /> <br />Outlines for the Framework Volumesha~~ <br />been developed by' the work groups and re- <br />viewed through the procedu~e described in <br />the preceding chapter.' Final editio'iis of the first four, volumes <br />: are scheduled, to be 'available in late 19~O.' <br />Publication' of the final volume of the Frame- <br />work Plan i~ target~dfor April 1971, two <br />m~nths 'prior to th'e tompletiondate requested <br />by the Legislature.
