<br />nDel ~ 70 <br /> <br />achieve VMT reduction are disclosed in the FEIS Mitigation and Monitoring <br />Plan. <br /> <br />For the first phase of MDP implementation (which includes the East Village <br />lift and parking lot), the transportation analysis concluded that <br />potential increases in peak hour traffic volumes on Brush Creek, Highline, <br />and Owl Creek roads and any net increase in VMT in the nonattainment area <br />could be adequately mitigated through increasing RFTA transit service by <br />six coaches (40 passenger). The permittee will be required to finance the <br />cost of these vehicles, including their annual operating costs or <br />otherwise implement equivalent measures agreed to by the agencies with <br />jurisdiction. <br /> <br />. Recommendation for an expeditious upgrade of the Owl Creek Road to <br />collector standards and its utilization as a dedicated HOV/bus route. <br />This route should later be upgraded to some type of fixed guideway, <br />assuming the feasibility and practicability of such a system is confirmed. <br />Initial analysis results indicate that the fixed guideway system must be <br />extended into downtown Aspen before substantial reductions in VMT in the <br />nonattainment area will be realized. <br /> <br />. Recommendation for the development of a fixed-guideway transit system <br />from downtown Aspen to the airport/Tiehack vicinity. <br /> <br />. Recommendation for the expeditious development of an intercept parking lot <br />at the Brush Creek Road/Highway 82 intersection and the addition of the <br />HOV lanes between Brush Creek Road and Aspen. <br /> <br />. Recommendation that free skier shuttle service be extended to downvalley <br />population centers, or that other incentives be utilized to encourage <br />downvalley day-skier transit ridership. <br /> <br />. Recommendation that ASC submit MOP proposals for the Aspen Highlands and <br />Tiehack Ski Areas for environmental analysis funded by an MOU/Collection <br />agreement. Gondola connections between the Tiehack ~nd Snowmass Ski Areas <br />and between the Tiehack and Aspen Highlands Ski Areas have the potential <br />to significantly reduce VMT associated with skier traffic, if these <br />systems are adequately integrated with a mass transit system to downtown <br />Aspen. Further analysis is needed to determine potential effects on VMT, <br />as well as on the physical and biological components of the human <br />environment. Therefore, these gondola connections will be analyzed with <br />the Aspen Highlands and Tiehack MOP proposals. <br /> <br />. Recommendation for implementation of electronic signage and a local radio <br />channel to advise day skiers of parking and roadway restrictions and <br />conditions, parking lot status, and other information to avert needless <br />congestion and high traffic problems. <br /> <br />i. Air Quality <br /> <br />. Ensuring conformity with Section 176(c) of the Clean Air Act as amended <br />(42 U. S. C. 7401 et. seq.) by recognizing that potential air quality <br />impacts in the nonattainment area from ski area expansion are inextricably <br />linked to potential increases in VMT and requiring the permittee to <br />demonstrate that measures are in place to ensure no net increase in VMT. <br /> <br />RECORD OF DECISION <br /> <br />Page . 25 <br /> <br />
