Requirement to cease pumping water for snowmaking and/or refilling water <br />storage facilities on NFSL when continued pumping would reduce flows in <br />Snowmass Creek below seven cfs (minimum winter streamflow/water right held <br />by the CWCB) . <br /> <br />. Recommendation for the long-term monitoring of Snowrnass Creek aquatic <br />ecosystem and potential water withdrawal adjustment strategies to pursue, <br />if monitored impacts are greater than predicted by the FEIS disclosure. <br /> <br />b. Wildlife and Biodiversity <br /> <br />. Area closures and seasonal use restrictions to protect elk calving, <br />summer/transition, and migration habitats. <br /> <br />. Relocation of the Government Trail to enlarge the area of effective <br />summer/transition range. <br /> <br />. Coordination strategies with state and local agencies and priva~e l~nd <br />owners to maximize areas of effective elk habitat and m1nirn1ze <br />disturbances (e.g., conservation easements, road use restrictions, etc.). <br /> <br />. Avoidance of impacts on special or unique habitats such as springs, seeps, <br />and wallow areas. <br /> <br />. Incorporation of wildlife and biodiversity considerations into development <br />of the vegetation management plan. <br /> <br />. Restriction on the removal of snags and dead and down material to maintain <br />structural habitat components. <br /> <br />. Avian species distribution, diversity and density monitoring requirements. <br /> <br />c. Visual Resources <br /> <br />. Requirements that vegetation clearing for new ski lifts, trails and <br />facilities be screened from critical viewpoints, if possible, or blended <br />with natural surroundings. <br /> <br />. Minimization of ground-disturbing activities and revegetation of disturbed <br />areas as quickly as possible. <br /> <br />. Specifications for use of non-reflecting materials for exterior surfaces' <br />on new facilities and requiring use of earth tone colors and natural <br />construction materials that minimize unnatural contrasts. <br /> <br />. Requirements that lighting schemes, fixtures and glazing technology <br />minimize light transmission and nighttime lighting constraints. <br /> <br />d. Wilderness <br /> <br />. An area closure on the wilderness boundary to prevent development of any <br />new access points into the West Willow or main Willow Creek drainages. <br /> <br />. A SO-foot no-impact buffer on the non-wilderness side of the wilderness <br />boundary (with the exception of viewing platforms and boardwalks). <br />Location of all summit facilities so that they cannot be seen from <br />wilderness viewpoints. <br /> <br />.
