<br />5. East Village Pod <br /> <br />A new high-speed det&chable quad chair lift will be built from the base of the <br />E&st Village development to near the top of the existing Funnel fixed-grip chair <br />lift. This lift was proposed and assessed in FEIS Alternatives E, F, G, and H. <br />Construction of a gondola stage from B&se Village to Cafe Suzanne will <br />necessitate crossing over the top of this new quad. Appropriate safety features <br />will be engineered into the design of this facility. <br /> <br />The new ski trail network will consist of four trails from the Funnel Bypass; one <br />of which will be graded to allow for use by beginner/novice skiers. Two trails <br />will be built from the base of the western Burnt Mountain pod to access the area <br />on the east side of the East Fork of Brush Creek. Trail construction will entail <br />&pproximately 115 acres of full vegetation clearing with grading (stump removal <br />and ground re-contouring), 10 acres of full clearing without grading (flush- <br />cutting of stumps), and 45 acres of partial clearing or glading (thinning of <br />trees and residual "islands" of untreated timber). This tr&il network was <br />proposed and analyzed in FEIS Alternative G. Trail #20 of Altern&tive G is not <br />authorized because it would traverse an active landslide area and create <br />unwarranted risk to resource values and private property. <br /> <br />DISCUSSION <br /> <br />The new East Village quad, and the egress trails associated with it, will <br />significantly enhance ski area operations and the experience of many skiers who <br />visit the area. Morning congestion (i.e., lift lines) resulting from inadequate <br />out-af-base capacity, and afternoon crowding on egress trails are two of the most <br />significant problems currently facing area operations. Construction of the East <br />Village lift and trails will substantially &llevi&te these problems. In <br />addition, the Forest Service strongly supports the construction of the 400 sp&ce <br />day-skier parking lot and transit facility &t the base of this lift. <br />Transferring the parking c&pacity of the Rodeo Lot to East Village will provide <br />day skiers with quicker and more convenient access to the mountain and will <br />enable them to return to their c&rs to pick up or drop off skiing gear, clothing, <br />etc. The Forest Service strongly supports the construction of a skier services <br />facility at the base of East Village quad. Food service, ret&il s&les, equipment <br />rental, lockers, restrooms, and ticket sales are encouraged at this location. <br /> <br />CONDITIONS <br /> <br />The Forest Service must secure, through easements or other legally binding <br />mech&nisms, perpetual right-of-way for public access to &ny lift or trails <br />connecting private land to NFSL. In &n effort to reduce potential human <br />disturb&nces to wildlife, the East Village lift will not be operated outside of <br />the ski season (except as occasionally approved by the Forest Service for <br />maintenance activities). No clearing will occur until site-specific inspection <br />and approval by appropriate Forest Service personnel of fl&gged clearing <br />bound&ries. The Forest Service will ensure design and mitigation specific&tions <br />have been completely followed. Operation of the East Village qu&d will be <br />contingent upon the provision of a minimum of 400 unrestricted day skier parking <br />spaces at the East Village lot, unless TOSV can demonstrate that transit and/or <br />other parking improvements would provide comparable convenience and NFSL access <br />to day skiers. TOSV's parking management system should not reduce the ratio of <br />public p&rking spaces-to-resident/commercial spaces, which currently stands at <br />one-to-one. <br /> <br />6. Western Burnt Mountain Pod <br /> <br />A new high-speed detachable quad chair lift will be built in the Western Burnt <br />Mountain area. It will have a base termin&l ne&r the 9,250-foot elevation and <br />a top terminal at the Burnt Mountain summit.
