PAUL LAXALT

The basic dilemma of increased incoming water, as compared to lack of proper effluent re-
moval, has simply been allowed to exist in this area for too many years.

We are asking the task force for a blueprint for action to solve this delemma.

We are hopeful the task force will have a plan of action submitted by June of 1968. We hope
others along the Colorado do the same.

Local, state and federal efforts have been made recently to combat the problems we have out-
lined. Efforts must be increased.

For example, it is disappointing that the federal agencies involved in Lake Mead, an inter-state
body of water, have not put controls on dumping of effluent from some 1,000 plus boats into the
lake.

It does no good, ladies and gentlemen, to conserve and increase our water supplies if the qual-
ity of waters are such that we can not use them.

I strongly urge that as you participate in your program and discussions here today and to-
morrow, you give every consideration to this very serious problem of deteriorating water - - - water
vital to the states involved.

I understand the Pacific Southwest Inter-Agency Committee, which just completed an excel-
lent program yesterday here in Las Vegas, used as its theme "State-Federal Cooperation Affecting
Water Quality Management and Standards."

Cooperation in this vital area is mandatory. It is our future. Will you join us?

'0

-3-
