<br />GEORGE W. WEBBER <br /> <br />The Act is complementary to the Land and Water Conservation Fund Act of 1965, and re- <br />quires a finding by the Secretary of the Interior on the extent to which proposed recreation and fish <br />and wildlife development conforms to and is in accord with State comprehensive outdoor recreation <br />plans developed pursuant to the fund act. <br /> <br />Project land and water areas which are included or proposed for inclusion within a National <br />Recreation Area, or are appropriate for administration by a Federal agency as a part of the national <br />forest system, as a part of the public lands classified for retention in Federal ownership, or in connect- <br />ion with an authorized Federal program for the conservation and development of fish and wildlife do <br />not require non-Federal participation in the development and management of recreation and fish and <br />wildlife enhancement potentials. <br /> <br />The Act does not apply to the Tenessee Valley Authority or to projects under the Small Re- <br />clamation Projects Act and the Watershed Protection and Flood Prevention Act. In addition, the cost- <br />sharing provisions of the Act do not apply to non-reservoir local flood control projects, beach erosion <br />control projects, small boat harbor projects, and hurricane protection projects. <br /> <br />The Federal Water Project Recreation Act, provides new authority to the Secretary to investi- <br />gate, plan, construct, operate, and maintain or otherwise provide for public outdoor recreation or fish <br />and wildlife use and enjoyment of existing reservoir projects constructed pursuant to the Federal re- <br />clamation laws or any reservoir otherwise under his control, except those within national wildlife <br />refuges. The Secretary, operating through the Bureau of Reclamation, is authorized to provide lands, <br />facilities, and project modifications for public outdoor recreation and fish and wildlife enhancement <br />purposes only after execution of the agreement whereby a non-Federal public body will administer <br />project land water areas for recreation and fish and wildlife enhancement purposes and bear not less <br />than one-half of the costs of development and all costs of operation, maintenance, and.replacement. <br />The Federal expenditure on anyone existing project is limited to $ I 00,000. <br /> <br />-27- <br /> <br />
