e

e

e

.4 .'

00303i

. Sets up a virgin nver flow database for various hydrologic
scenarios,

. Data:

- water rights tabulations (conditional and perfected) and their
priorities,
- consumptive uses of all water rights (monthly)

. The accounting model maintains and "active" list of water rights.
perfected or assumed to be developed under a defined water rights
scenario. It stans with natural flows. then allocates the water
according to the water rights priorities. For a specified node (water
right with location) and priority, the accounting model can give the
monthly hydrograph of physically avaiIable water, The "active"
water rights are perfected and conditional rights.

Utility: Automation of Running of Monthly Accounting Model

Can go through water rights tabulations (perfected and conditional) and add to
the "active" lisI each water right for which there is water physically available)

Replacement Reservoir Operations

Scenario Reference: Water Rights Administration

Functional Specifications:

. Daily time step.

. This is a replacement reservoir utility which is required by USBR
for the Green Mountain Reservoir. A similar model could be used
for other replacement reservoirs as needed,

.

This model exists now as a spreadsheet. and is under development
by the USBR in Loveland.

Assume the model exists; automate putting data into it.

.

River Forecasting

Scenario Reference: Water Rights Administration 3.4
Functional Specifications:

.

Time Step: daily
-Routing'
- Confidence limits (min, max, most probable) according to inflows

DAMES& MOORE/CADSWES- 18
