Enter into an MOU with the USBR to develop additional features to <br />RSS in cooperation with Colorado to give RSS full functionality <br />and the same capability as CRSM, The feaIures to be incorporated <br />in year 1 include rule base development. analysis of multiple <br />hydrologic traces, and National Weather Service forecasts, <br /> <br />. Develop' a consumptive use model sufficient for checking USBR ' <br />consumptive uses and losses report. <br /> <br />. Perform a detailed design and initial development of a water rights <br />planning model based on a monthly time step. <br /> <br />.
