River Basin <br />Salinity Control <br />Project <br /> <br />Dear Project Manager: <br /> <br />In accordance with our responsibilities under the National <br />Environmental Policy Act (NEPA), and Section 309 of the Clean Air <br />Act, Region VIII of the Environmental Protection Agency (EPA) has <br />completed its review of the Draft Environmental Assessment (DEA) <br />for the Price and Stubb Ditches portion of the Grand Valley Unit <br />of the Colorado Salinity Control Project, Mesa County, Colorado. <br /> <br />This EA is comprehensive and informative in most areas. It <br />does a good job of addressing the majority of anticipated project <br />impacts. <br /> <br />The EPA is particularly pleased to note that the Bureau of <br />Reclamation (BoR) will incorporate recommendations made by the U. <br />S. Fish & Wildlife Service (USFWS) relating to the protection of <br />tree populations, wildlife and habitat values in the project <br />area. We feel that the adoption of these recommendations will <br />improve this aspect of project performance in a major way. We <br />support the recommendation of the USFWS that ways be sought to <br />secure a water source for the preservation and/or restoration of <br />treed areas disturbed or eliminated as a result of project <br />activities. <br /> <br />The EPA does have concerns in one particular area, however. <br />Anticipated impacts to wetlands are sketchily documented. A more <br />detailed analysis of these potential impacts needs to be <br />provided. This would certainly improve the EA, and would also <br />provide a better informational base from which the BoR may make <br />management decisions in this area. <br /> <br />60 <br />
