He stressed the fact that <br />many of the problems brought to the Inter-Agency forum had been <br />extremely controversial and had run the gamut from problems of <br />basinvide importance to problems centered in a "potato patch" <br />on the banks of the Missouri at Pierre. <br /> <br />It <br /> <br />That the Federal Inter-Agency River Basin Committee, created in <br />1943, in an effort to establish some mechanism for coordination <br />at the field level, had created the Missouri Basin Inter-Agency <br />Committee in March 1945. The first meeting of the Committee <br />vas held in Omaha, Nebraska, in July of 1945. <br /> <br />.. <br /> <br />That the Missouri River States Committee had been created prior <br />to the passage of the Flood Control Act of 1944 and paid tribute <br />to the members of that Committee and the work it had done over the <br />years. He recalled the Missouri. Basin Survey Commission created <br />by President Truman and other mechanisms established to assist in <br />the 'lork in the Missouri Basin. In 1954 the Federal Inter-Agency <br />Committee vas eliminated and in its place a ne'l Federal Inter-Agency <br />Committee on Water Resources was created. He mentioned subsequent <br />milestones such as the passage of P. L. 566, P. L. 732, and finally <br />the Water Resources Planning Act of 1965. <br /> <br />IS <br /> <br />That an attempt vas made by Senator Francis Case to give legal <br />stature to the Missouri Basin Inter-Agency Committee by legislation. <br />He noted the proposal at Colorado Springs, Colorado, in December 1962 <br />that the Inter-Agency Committee consider a "Comprehensive Study of <br />the Missouri Basin." On June 17, 1964, in Billings, Montana, the <br />Committee Officially approved and entered upon this study. He indi- <br />cated that in about three years time this study 'lould be completed <br />and it would no doubt provide ne'l direction for the coordinated <br />attack on the opportunities and problems associated with water resource <br /> <br />~\~':':<';I <br />.......-'...;.,r. <br />;;.~., . ;~. :.:.: ": ::.
