In 1954, with creation of the Inter-Agency <br />Committee on Water Resource (ICWR), the Charter was revised and <br />re-issued. Eleven years later, in 1965, the Water Resource Planning <br />Act was passed. Under this act, MBIAC was authorized to continue <br />and now reports to the newly created Water Resources Council. This <br />Act recognized Inter-Agency Committees as organizations for planning <br />and coordinating water and related land resource developments in a <br />river basin. The members of the Missouri Basin Inter-Agency Committee <br />are the Governors of the ten basin states and seven Federal represen- <br />tatives for the Department of the Army, Corps of Engineers; Department <br />of the Interior; Department of Agriculture; Department of Commerce; <br />Department of Health, Education and Welfare; Department of Labor and <br />the Federal Pover Commission. <br /> <br />It <br /> <br />The Chairman of the Committee is chosen annually from the Federal <br />members. The Chairman Agency provides for the Secretary, Assistant <br />Secretary, and clerical assistance. <br /> <br />Since the first meeting of the Missouri Basin Inter-Agency Committee, <br />in July 1945, it has convened 154 times at various places throughout <br />the Basin States. The Committee nov holds regular quarterly meetings. <br /> <br />The Missouri Basin Inter-Agency Committee is charged with the respon- <br />sibility of establishing means and procedures to promote coordination <br />of Water and Related Land Resources activities of the Federal and State <br />agencies; to promote resolution of the agency problems at rel'lional <br />levels; to suggest to the Water Resources Committee and the States <br />changes in laws or policies which would promote coordination, or <br />resolution of Inter-Agency problems; and, at its discretion, to <br />communicate with the Water Resources Council on any matters of mutual <br />interest. <br /> <br />K <br /> <br />The Committee is instructed that its efforts on coordination of work <br />and resolution of conflicts will be directed toward all agency and <br />state activities involved in their respective water and related land <br /> <br />::.:.:~; ".-,' .;.. <br />,". <br /> <br />. <br /> <br />..:",:;..?.., .~ <br /> <br />".;i <br /> <br />j:":':1 <br />.....,.
