He shall execute and deliver a surety <br />bond satisfaotory to the Commission, conditioned upon ths fei thf'ul <br />performance of the dutiss of his offics. <br /> <br />COS 1'8 <br /> <br />In February of each year the CODIIlissl.on shall adopt a budget for <br />the ensuing fiscal year beginning July first. <br /> <br />Such budgst shall set forth the total oost of maintenance and <br />cperation of gaging stations, of evaporation stations, the cost of <br />engineering and clerical aid, and all other necessary expenses ex- <br />cepting the salaries and personal expenses of the Rio Grande Canpact <br />Commissioners. <br /> <br />Contributions made dir.eotly by the United States md the oost of <br />seriic.. rendered by the United States without oost shall be deducted <br />from the total budget amount I " the remainder shall then be allocated <br />equally to Colorado, New Mexico, and Texas. <br /> <br />Expenditure s made direotly by any State for purpos..set forth in <br />the budget shall be credited to that State I contributions in cash or in <br />services by any State under a oooperative agreement with any Federal <br />agency shall be credited to such state, but the amount of the Federal <br />contribution shall not. so be creditedl in event any State, through con- <br />traotual relationships, oanses work to be done in' the interest of the <br />Commission, such State shall be credited with the cost thereof, unless <br />such cost is borne by the United States. <br /> <br />The secretary shall present to each participating etate through <br />the Commissioner of such State, a certified statement of one-third of <br />the oost of his salary, traveling expense, the expense incident to the <br />maintenance of the offices of the Collllllission, and each Commissioner <br />shall arrange for the prompt payment thereof by the appropriate agency <br />of his state. <br /> <br />The Coimnissioner of nch state shall report at the annue.l meeting <br />each year the amount of money expended during the year by the state <br />which he represents, as well as the portion thereof" contributed by all <br />cooperating federal agencies, and the Commission shall arrange for such <br />proper reimbursement in cash or credits between states as may be nec- <br />essary tc equalize the contributions made by each state in the equip- <br />ment, maintenance and operation of all gaging stations authorized by <br />the Commission and established under the terms of the Compact. <br /> <br />It shall be the duty of each Commissioner to endeavor to secure <br />from the Legislature of his state an appropriation of sufficient funds <br />with which to meet the obligations of his state, as proTided by the <br />Compact. <br />
