In connection therewith, the COJlllllission may employ <br />suoh engineering end clerical l>id as may be reasonably necessary <br />within the limit of funds prcvided for thet purpose by the respective <br />states. Annual reports oompiled for each calendar yeer ehall be made <br />by the Commission end trenemi tted to the Governors of the signatory <br />states on or before Meroh first following the yeer covered by the <br />report. The Commission may, by unanimous action, adopt rules and <br />regulations consistent with the provisions of this COIIlpact to go....rn <br />their proceedings. <br /> <br />The findings of the Commission shall not be conclusive in any <br />court or tribunal whioh mAY 1>8 oalled upon to interpret or enfcroe <br />this Compaot. <br /> <br />ARTICLE XIII. <br /> <br />At the expi,.ation of every five yeer pe,.iod after the effective <br />date of this Compaot, the Commission may, by unanimous consent, re- <br />view any provisions hereof whioh ere not substantive in oharaoter <br />ond whioh do not affeot the basic p,.inciples upon whioh the Compaot <br />is founded, and shall meet fo,. the oonsideration of such questions <br />on the. requeet of any member of the Commission; provided, however, <br />that the p"Ovisions hereof shall remain in full force and effect <br />until changed end emended within the intent of the Compaot by unani- <br />moUS action of the Commissione,.s, and until a~ ohanges in this Com- <br />pact ere ratified by the legislatures of the respective states end <br />oonsented to by the Congress, in the ssme manner as this Compaot is <br />required to be ratified to 'beoome effective. <br /> <br />ARTICLE XIV. <br /> <br />The sohedules herein contoined and the quantities of water here- <br />in allocated ehall never be increased nor d1m1nished by reason of any <br />inorease or diminution 1n the d~11very or losses of wsoter to Mexioo. <br /> <br />AR TICLE rI. <br /> <br />The pho'sical. and other oonditions cha.-acteristic of the Rio Grand. <br />and peculier to the territory drained and served thereby, end to the <br />development thereof, have aotuated this Compact and none cf the signa- <br />tcry states admits that any provisions herein oontained establishes o:n.y <br />general prinoiple 0,. precedent applicable to othe,. interstate streams. <br /> <br />ARTICLE XVI. <br /> <br />I <br />Nothing in this Compaot shall be oonstrued as affeoting the <br />obligations of the United States of Ame,.ioa to Mexico under exist- <br />ing treaties, 0,. to the Indian Tribes, or sa impl>iring the ,.ights <br />of the Indian Tribes. <br />
