<br />In any yeu in whioh thers is aotual spill of usable _tel', or,
<br />at the time of ~othetioal spill thereof, all aoorued debits of
<br />Colorado, or lIew Mexico, or both, at the beg1nn1ng of the yeu shall
<br />be osneened.

<br />In any yeu in Whioh the aggregate of accrued debits of Colo-
<br />rado and lIew Mexioo exceeds the minimum un1'111ed oapacity of pro-
<br />ject storage, such debits shall bs rsduced proportionally to an
<br />aggregate lllIlOunt equal to such minimum unfilled capacity.

<br />To the extent that aocrued credits ue impotmded in reservoirs
<br />between Sen Mucial and Courohasne, end to the extent that accrued .
<br />debits ue impounded in reservoirs above San Marcial, such oredits
<br />end debits shall be reduoed mnually to compensate for evaporation
<br />loeees in the proportion that such credits or debits bore to the
<br />total smount of water in suoh reservoirs during the yeer,

<br />During the month of January of eny yeu the COlIIIlheionsr for
<br />Texas may dSllllllld of Colorado and II... Ilexioo, and the Commissiansr
<br />for New Mexioo may demend of Colorado, the release of water from
<br />storage reservoirs constructed efter 1929 to the amotmt of the
<br />aoorued debits of Colorado and New Mexioo, respeotively, md
<br />such releasee shall be made by each at the greatest rate practi-
<br />oable under the oonditions then prevailing, and in proportion to
<br />thetot.l debit of eaoh, and in IlIIlDtmts, limited by their aocrued
