It is recommended that at least $200,000 be appropriated <br /> <br />for fiscal year 1972. <br /> <br />Mr. Chairman, in keeping with my longstanding belief that your <br /> <br />Subcommittee and the legislative Committee should maintain a high <br /> <br />degree of coordination I would like to discuss very briefly the <br /> <br />status of the legislative program of the Bureau of Reclamation. <br /> <br />The large backlog of authorized projects continues to pose a <br /> <br />philosophical problem to many of us. It is difficult to rationalize <br /> <br />major additional authorizations tmt would have the effect of further <br /> <br />adding to this stockpile of authorized programs. On the other <br /> <br />side of the coin, however, we know that there are yet to be auth- <br /> <br />orized programs of a high priority, and some with an urgent require- <br /> <br />ment for development. We have the added obligation to maintain a <br /> <br />vestige of faith with program interests who, in many cases, have <br /> <br />worked for several years on behalf of their schemes. When caught <br /> <br />between these seemingly contradictory forces, about all we can do <br /> <br />is to proceed with a deliberately selective program of new auth- <br /> <br />orizations. Under the criteria that we have adopted to guide our <br /> <br />consideration, we give balanced weight to urgency, size, type of <br /> <br />purposes served, relative feasibility, and chronology in terms of <br /> <br />when the proposal reaches us. Using these factors, we can gen- <br /> <br />erally make a judgment that lets some work go forward without <br /> <br />
