Brown Jr. <br />Governor of California <br />State Capitol <br />Sacramento, California 95814 <br /> <br />Dear Governor Brown: <br /> <br />We are pleased to present to you and the legislature the Colorado <br />River Board's Annual Report for 1974. <br /> <br />During 1974, major federal legislation, the Colorado River Basin <br />Salinity Control Act, was enacted which provides the legislation <br />necessary to implement the 1973 agreement between the United States <br />and Mexico concerning salinity of the Colorado River and related <br />matters. The legislation also authorized a basinwide salinity control <br />program including four salinity control projects as the initial stage, <br />and directed the Secretary of the Interior to expedite planning reports <br />on twelve other potential salinity control projects and undertake <br />research on additional methods for accomplishing the salinity control <br />objectives. <br /> <br />Also during 1974, the seven-state Colorado River Basin Salinity <br />Control Forum, established in late 1973, commenced work on numerical <br />salinity standards for the Colorado River Basin as required by regu- <br />lations issued by the Environmental Protection Agency in June, 1964, <br />and finalized in December, 1974. <br /> <br />The Board spent considerable effort in reviewing, analyzing, and <br />commenting upon several studies made in 1974 by federal and private <br />agencies relating to development of the coal and oil shale resources <br />of the Upper Colorado River Basin and the impacts thereof on water <br />resources and salinity of the River downstream. <br /> <br />These and other pertinent actions are described in this report <br />and a supplemental detailed appendix to the report. <br /> <br />~-:~7~ <br /> <br />~~::d-R.
