<br />- 19 - <br /> <br /> <br />002206 <br /> <br />. <br /> <br />Agricultural damages are minor and consist primarily of <br />floodwater and streambank erosion damages to an area of pasture land <br />lying above the City of Trinidad. These damages were based upon <br />on-site examinations of the area by Watershed Planning Party members. <br />The findings were checked and confirmed by local agricultural <br />technicians. <br /> <br />The principal damages occur along Fishers Peak and Carbon <br />Arroyos in the City of Trinidad. Damages were grouped into two <br />categories: (I) damages to commercial property, and (2) damages <br />to roads, bridges, railroads, and utilities. <br /> <br />Field appraisals were made of the probable floodwater damages <br />to commercial properties from Fishers Peak Arroyo at bankfull <br />stage and for overbank flows of 500 cubic feet per second and <br />1,500 cubic feet per second. Similar appraisals were made for <br />Carbon Arroyo at bankfull stage and for overbank flows of 500 <br />cubic feet per second and 1,000 cubic feet per second. These <br />damage evaluations were made by inspection of the buildings and <br />contents subject to damage and by interviewing the property owners <br />or managers of approximately 95 per cent of the businesses. <br /> <br />Field appraisals and flood damage estimates of probable flood <br />damage to roads, bridges, and utilities were made with the assistance <br />of the Trinidad City Engineer. The Superintendent of the Colorado <br />and Southern Railway Company has stated that there have been past <br />damages to railroad bridges across Fishers Peak and Carbon Arroyos <br />because of flooding. However, all railroad damages in the Trinidad <br />division were recorded together and there is no individual record <br />of damages caused by floods on these arroyos. In the absence of <br />recorded damages, field appraisals and estimates were made of the <br />probable flood damages to the Colorado and Southern Railway and the <br />Denver and Rio Grande Western Railroad properties. <br /> <br />. <br /> <br />Discharge-damage curves were constructed for each arroyo from <br />the above data. The hydrologist constructed discharge-frequency <br />curves for each arroyo under present conditions and with the <br />proposed structural program installed. Average annual damages <br />were then computed by tabulating corresponding damages and frequencies <br />from the curves described above and converting these damages to <br />average annual damages for each increment of discharge and frequency. <br />This tabulation is in effect a method of obtaining the area under the <br />damage-frequency curve and the results.for each arroyo <br />were checked by using this method. <br /> <br />" <br />
