0[2194

- 8 -

The floor of the conduit was built in sections of grout, rubble
masonry, and reinforced concrete. It is rough and eroded in spots
causing considerable turbulence as flow increases. The sidewalls
will be endangered by u~der-mining as the erosion increases in the
older sections of the floor. Until the hydraulic characteristics of
the conduit are improved, the full capacity of the conduit cannot
safely be utilized.

On Carbon Arroyo, extremely high velocities occur during flood
stages and cause streambank erosion and damages to bridge abutments.
The exposed water mains across Carbon Arroyo at South Second Street
and at Main Street have been da~aged by past floods. Carbon Arroyo
drainage is capable of producing floods with discharges in excess
of those so far reported. Such discharges would result in serious
damage to business establishments on Main Street and to the Colorado and
Southern Railway bridge between Main street and the Purgatoire River.

Sediment and Erosion Damage

The principal sediment damage results from the deposition of
silt. sand, gravel, and other debris on city streets and in commercial
buildings. Removal of sediment and debris from streets, basements,
and main floors of buildings involves considerable expense to the City
of Trinidad and to private interests.

Gully and streambank erosion are the principal sources of
sediment. Sheet erosion is a minor source of sediment. Gully
erosion is most evident in the middle portion of the watershed.
Streambank erosion results in loss of rangeland in the lower watershed
area.

Problems Relating to Water Management

There has been no expression of interest in providing capacity
for water storage in the floodwater-retarding structures for
irrigation, municipal, or industrial uses or for recreational and
wildlife purposes.

EXISTING OR PROPOSED WORKS OF IMPROVEMENT

."

The Fishers Peak - Carbon Arroyos Watershed lies within the
Purgatoire Soil Conservation District. The agricultural area
inclUded in the watershed was voted into the District in 1959. The
District and its cooperators are actively carrying out a soil and
moisture conservation program with technical assistance furnished
by the Soil Conservation Service. Basic conservation plans are being
prepared on the six ranches that have portions of their units in
the watershed. There are no other existing or proposed works of
improvement of other agencies that would effect or be effected by
the measures proposed in this plan.
