<br />urnt, Ml~sour~ River BasIn project and requesting arlvice concerning
<br />the relationship or L.be report t.o the President's program.
<br />The Narrows urnt,. a multipurpose development, would provide
<br />.flood control, recreatIon, and fish and wildlife enhancement Rnd
<br />~upply supplemental irrigation water to 166,370 acres in four counties
<br />ill northeastern CoJorado. or the total estimated project cost of
<br />$61,820,00~, $26,199,400 is allocated to irrigation, It is anticipated

<br />project costs allocated to UTlgatlOn WIthin 50 years of the initial
<br />deliyery of water,
<br />The serYice area of the Narr?ws project coincides with that part

<br />tIOn project m Logan, Morgan, Sedgw1Ck and Washmgt<Jn Counties,
<br />Lands tbat. receive a supplement.al supply or irrigation water from
<br />t.he. Co.lorado-Big Thompson project are exempt from the 160-acre
<br />limitatiOn of the Federal reclamation law by reason of t,he act of
<br />June J6, 1938; 52 Stat. 7~4; 43 U,S.C, 386, We haye been adYised by
<br />Department of the r ntenor staff that, although the areus coincide
<br />no Colorado-Big: Thompson water is delivered to any irrigators i~
<br />the Narrows proJect area. We understand that the 160-acre limit.ation
<br />of the reclamation laws will be complied with on lands to be served
<br />by the Narrows project,

<br />Rlv~r Basrn proJect, Colorado, is transmitted herewith as provided. by
<br />sect!on 9(a) of the Reclamation Project Act of 1939 (53 Stat. 1187) and
<br />section IIl-E-3 of the procedures approved by the President on May
<br />15, 1962 (S, Doc, 97, 87th Congress),
<br />Tbe N arrows unit WQS autborized for development by tbe Flood
<br />Control Acts of 1944 (5,8 S~at,887), .1946 (60 Stat. ,641), and 1950
<br />(64 Stat, 170), ReauthonzatlOn 18 reqmred under prOVISions of the act
<br />of August 14, 1964 (78 Stat, 446),
<br />
<br />The ~ arr?w,s unit would be a multiple-l'urpose development en-
<br />cornpassmg ungatlOn, flood c~ntrol, recreatIoIl, and fish and wildlife
<br />enhancement. It would prov~de a dependable supplemental water
<br />supply for 166,370 acree of lrrlgable l..nd along the main stem of the
<br />lower South Platte RIver In northeastern Colorado.
<br />The prop,osed report on the unit was transmitted t<J the affected
<br />States and Interested Federal agencies ~or review as required by law
<br />and the procedures approved by the PresIdent on May 15, 1962, Copies
<br />of all of the comments receIved, none of which are in opposition to the
<br />proposed plan, are attached to the report. Enclosed is a copy of supple-
<br />mental l~tt~r dated Febrary 2, 1968, from the State of Colorado in-
<br />dlcatmg its IIltent t? meet its re~ayment o~liljations established by the
