tj /"lor v
,. ..,) U
26 FRYINGPAK-ARKANSAS PROJECT, COLORADO

Tbe people of Colorado will long be grateful for Mr. Aspinall's astute leader-
ship and for the wise aDl1 fair treatment accorded us by the able and knowledge-
able subcommittee chairman, CongressIIlan Walter Rogers. And the people
of Colorado will remember tbe contrJbutions, large and small, made by the
countless ColoradaIUj), on bol.h sides of the mountains, who worked tirelessly
and witbout fanfare in a team effort to see that this project was properly devel-
oped to the advnnl:.o.ge of both eastern and western Colorado. Nor wlll any of
those who ha\'e worked on perfecting the technlcnlities of tbis project forget
the immense and delieate task performed by the Colorado Water CODsernltion
Board nnd its resolute director, Felix Sparks.
I hope the House Interior Committee quIckly approves this project and It is
promptly authorized by the fun body of the Honse.
Only R few weeks ago, president Kennedy told me in a private Conversation
that he wants to see this project underway now, Rnd I endorse his strong senti-
ment. It should be huilt now.
I cnn ns~nre the Members of the House that if this committee and the House
membership wilt authorize this project the Senate will act swiftly in confirmation
llud tIll" FryillglJan-Arkansas project, nlrendy 10 ycars in the dr(>am~ of :-;outh-
("astern Colorado citizens, will become n reality.
Mr. ASPINALL. I also wish to be recognized to state the interest of
Senator Gordon Allot!, seRioI' Senator from Colorado who is inter-
ested in this legislation, supports it who]eheartedly, and offers his
assistance wherever necessary, but who did not wish to take the time
of this committee in its consideration at this time by presenting II.
stat.ement.
Mr. SAUND. ~fr. Chairman, may I be recognized?
Mr. ROGERS. Mr. Saund.
Mr. SAUND. I wish to make this statement: I have submitted to the
chairman of the full committee two resolutions. One of them has been
submitted for t.he second t.ime, first in the 86th Congress and now in this
Congress, to direct the Secrelary to make a study of the quality of
Colorado River water in reglLrd to its salt. content. And then a short
time ago I submitted another resolution asking the chairman to make
a study of the quantity of water in the Colorndo River. I have not
received nny satisfactory answer to my request and I sincerely believe,
in the interest of the people who are supporting the Fryingpan-
Arkansas project and the people of all of the States in the Colorado
River Basin, those tl\"'O st.udies should be made before allY more author-
izat.ions are approved by the Congress.
Mr. ROGERS. I thank the gentleman from California, Mr. SlLund.
Now the Chnir will proceed to hear the departmental witnesses.
'Ve are highly honored this morning to have the Honorable Stewart
L.
