For example, <br />Prospect Valley Canal had one year out of the IS-year period that had a <br />shortage of 11,500 acre-feet and one year with a surplus of 12,000 acre- <br />feet. During 12 of the 15 years, or 80 percent of the time, the canal had <br />a shortage of 5,900 acre-feet or less and a surplus of 7,900 acre-feet or <br />less. During 10 of the 15 y~ars, or 66.7 percent of the time, the canal <br />supply ranged from a shortage of 2,600 acre-feet to a surplus of 6,300' acre- <br />feet. The average annual surplus for Prospect Valley Canal amounted to <br />1,100 acre-feet and the IS-year median was a surplus of 1,700 acre-feet. In <br />the cose of Prospect Valley, however, this figure is misleading because <br />groundwater is being mined such that actually the Del effecl is an avenge <br />annual shortage. <br /> <br />The IS-year average annual surplus for the 17 canol systems was deter- <br />mined by the Bureau of Reclamation to be nearly 62,000 acre-feet. Four <br />systems were estimated to have shortages on the average every year, whereas <br />one systEm avercged 20,800 acre-feet of surplus. <br /> <br />It should be pointed out that because of the aforementioned discrepancies <br />in reporled irrigated acreages, the amount of surplus or shortage under par- <br />ticular ditches remains uncertain. <br /> <br />" <br />
