Clements, Jr. <br />of Texas <br /> <br />The Honorable Roy Romer <br />Governor of the State of Colorado <br />Denver, Colorado <br /> <br />Sirs: <br /> <br />The 46th Annual Meeting of the Rio Grande Compact Commission was held in El Paso, <br />Texas on April 2, 1987. <br /> <br />The Commission reviewed its prior reports and the current reports of the Secretary <br />relative to streamflow at Compact gaging stations and storage in reservoirs. The <br />Commission found that actual spill of usable water commenced March 3, 1986. No annual <br />credits or debits were computed for 1966 pursuant to Articles I and VI of the Rio Grande <br />Compact. <br /> <br />(a) <br /> <br />In addition, the Conunission found that: <br /> <br />Deliveries <br />to 604,200 <br />acre-feet. <br />after 1937 <br /> <br />of water at the COloradO-New Mexico state line by Colorado amounted <br />acre-feet in 1986 and the scheduled delivery for the year was 714,100 <br />The gain in storage in 1966 in reservoirs in Colorado constructed <br />aggregated 500 acre-feet. <br /> <br />(b) <br /> <br />Deliveries of water into Elephant Butte Reservoir, as measured by the Elephant <br />Butte Effective SUPply, amounted to 1,569,000 acre-feet in 1966 and the scheduled <br />delivery for the year was 1,400,900 acre-feet. The decrease in storage in 1966 <br />in reservoirs in New Mexico above San Marcial constructed after 1929 aggregated <br />151,600 acre-feet. <br /> <br />(c) <br /> <br />Releases of usable water in 1986 from Project Storage amounted to 906,100 acre-feet. <br />Actual spill of usable Water from Project Storage aggregated 470,600 acre-feet in <br />1966, Subsequent to the OCcurrence of actual spill. Spill of flood water entering <br />Caballo Reservoir from tributaries below Elephant Butte Reservoir aggregated <br />17,900 acre-feet in 1986. <br /> <br />Cd) <br /> <br />Expenses 'of the administration of the Rio Grande Compact were <br />year ending June 30, 1986.
