<br />. <br /> <br />~ <br />00 <br />(0. <br />QO <br /> <br />. <br /> <br /> <br />. <br /> <br />. <br /> <br /> <br />. <br /> <br />c, <br /> <br />Tn determining what pemit conditions <br /> <br />shall required, the permi t issuing <br /> <br />authority shall consider, but not be <br /> <br />limited to the following: <br /> <br />(1) The practicability of aohieving no <br /> <br />disoharge of salt_ <br /> <br />(2) Where no discharge is determined not <br /> <br />to be practicable: <br /> <br />(a) The impact of the total <br /> <br />proposed salt disoharge of eaoh <br /> <br />alternative on the lower main <br /> <br />stem in terms of both tons per <br /> <br />year and concentration. <br /> <br />(b) Costs per ton of salt removed <br /> <br />from the disoharge for each <br /> <br />plan alternative. <br /> <br />(0) Capability of minimizing <br /> <br />salinity discharge. <br /> <br />(3) With regard to both points, one and <br /> <br />two above, the compatibility of <br /> <br />state water laws with either the <br /> <br />complete elimination of a salt <br /> <br />disoharge or any plan for minimizing <br /> <br />a salt discharge. <br /> <br />-5- <br />
