These wetland types are defined in USOl Fish and wildlife <br />circular 39, "Wetlands of the United States". <br /> <br />The data for drainage system needs were Cleve loped by contacting <br />representatives of the eight drainage systems of record in the <br />courthouses of the study area and three other organized group <br />drainage systems. The data represent what representatives of <br />the systems plan to do in the next 10 years and are as finn as <br />plans of this nature can be. <br /> <br />Historically the drainage districts of the study area were formed <br />to fumish drainage for specific areas. Once this was done further <br />enlargerrent of the district or the system was usually not consiClered. <br />Many of the drains in the operating systems function as drains only <br />part of the year. During the gr=ing season the drains are checked <br />to help replenish and maintain the water table for subirrigation. <br />often diversion rights for irrigation were given on outlet ditches <br />in return for easarents and rights-of-way. 'Ihese diversions further <br />check the flav so that laver segrrents of drainage systems do not <br />proviCle effective drainage. The system of drainage, subirrigation <br />and water rights has beca:re so CCXl\Plicated that this study could <br />not possibly resolve the desires of the people for additional <br />organized drainage systems. (study Item 6 deals with on-the-farm <br />needs for drainage.) <br /> <br />Three hundred thousand acres of land could be benefited by drainage <br />that is physically feasible. This is a large figure and relies <br />sare on individual interpretation of 'benefit'. This benefit would <br />be Clependent upon irrigation water availability, changes in irrigation <br />water distribution, and changes in rrethods of irrigating and would <br />involve CCXl\Plexities beyond anticipation. planning could proceed <br />in small segments - detennining needs and desires of individual <br />CMIlers and Cleve loping systems of drainage and subirrigation control <br />satisfactory to those in the area. This study did not atterrpt to <br />locate areas of interest in drainage other than what might appear <br />in on-the-farm data sheets which are covered in study Item 6. <br />(Table 4 shaNs planned improvements by the 11 established drainage <br />systems studied.) <br /> <br />No activity in the organization of neN systens or districts was <br />noted in the study.
