Accounting and Deliveries of storage water:

a.)

Roles and relationship of the North Fork Water
Conservancy District and the Fire Mountain Canal
and Reservoir Company?

=
r.J
r-'
>-"
-..J
-

The North Fork Water Conservancy District (District) was formed to provide a
contracting entity for the paonia project. The District entered into
contracts with the United states, the Fire Mountain Canal and Reservoir
company (Company) , and the Leroux Creek Water Users Association.
(Association) .

As outlined in the provisions of the June 11,1948 contract between the United
States and the District, the paonia project was constructed, and two
irrigation blocks were established: the Fire Mountain Irrigation Block and
the Leroux Ck. Irrigation Block.

-- A contract between the District and the Company (August 9,1948) provided
the Company with the perpetual right of use. of 8100 acre-feet of paonia
Project storage water on the Fire Mountain Irrigation Block for the amount of
repayment obligation allocated to the Fire Mountain Irrigation Block.
Operation and maintenance of the project has been transferred from the
District to the Company by contract.

-- A contract between the District and the Association (June 11,1948)
provides the Association with the perpetual right to the use of 4550 acre-
feet of project storage water to be made available to the Leroux Ck.
Irrigation Block for the amount of the repayment obligation allocated to the
Leroux Ck. Irrigation block.
The Association is composed of water users on Rogers and Redlands Mesa. The
Association was formed to permit a consolidation of all water rights and
holdings on Leroux Ck. into one central administration. This provided a
means for the exchange of the Leroux Ck. water historically used below the
Fire Mountain Canal for project water. (Currant Ck. diversions are are used
to supply demands outside the Leroux Ck. basin.)
A principal feature of the paonia project is the provision for the complete
diversion of all decreed waters of the Leroux Ck. watershed upstream from the

8
