<br />C'": <br /> <br />-- <br /><= <br /> <br />Water Marketing Mechanism <br /> <br />,- <br />~ <br /> <br />A water marketing mechanism is a means or procedure by which information about water and <br /> <br /> <br />reservoir storage space for sale or in demand for leasing could be communicated to <br /> <br /> <br />shareholders so that deals could be made between shareholders to lacilitate reallocation 01 <br /> <br />ditch company resources. To be most effective, the mechanism should be simple and easy to <br /> <br /> <br />use but should be flexible enough to work in a variety of buy/sell situations. The ditch <br /> <br /> <br />company's role in the water marketing mechanism is dependent on what method is adopted. <br /> <br /> <br />The responsibility lor arranging water or storage leasing deals resides with the individual <br /> <br /> <br />shareholders involved. <br /> <br />One method would be to post a form in the ditch company office on which individuals could <br /> <br />note water available for lease, interest in purchasing water, or reservoir storage space to lease. <br /> <br /> <br />Figure 3 shows an example form which might be used. Individuals would stop into the ditch <br /> <br />company office, record their information and note anyone with whom they might be able to <br /> <br />arrange a deal, and then contact that individual to try and work out a mutually agreeable <br /> <br /> <br />arrangement. Once a deal is made, the ditch company would be formally notified and ditch <br /> <br /> <br />and reservoir operations would be adjusted accordingly. With this type of system the <br /> <br /> <br />responsibility for finding people to lease water to or from belongs to individuals. <br /> <br />An alternative is that ditch company office personnel could serve as "water brokers" through <br /> <br />which shareholders could obtain information about water and reservoir storage space <br /> <br /> <br />availability. This system would require greater involvement by ditch company personnel in <br /> <br /> <br />supplying information for water and storage leasing deals than the posted form method. <br /> <br />Supplied with this information, individuals would then contact one another to try and work out a <br /> <br />mutually agreeable arrangement. Once a deal was made, the ditch company would be <br />informed and operations adjusted accordingly. <br /> <br />12 <br />
