<br />t--: <br />C'": <br />I.r. <br /> <br />Demand-Based System Operating Plan <br /> <br />,. <br />- <br /> <br />The purpose of the proposed demand-based system operating plan was to provide a means by <br /> <br /> <br />which existing water supplies could be extended to meet demands throughout the season by <br /> <br /> <br />modifying the current operations of the Gurley and Cone systems. The demand-based <br /> <br />operating plan was conceived as a comprehensive program of revised farm, reservoir, and <br /> <br />ditch operations to improve overall system efficiency and thereby increase the availability of <br /> <br /> <br />reliable water supply throughout the irrigation season. For the developed plan to be successful, <br /> <br /> <br />on-farm irrigation scheduling techniques would need to be revised and modifications to the <br /> <br /> <br />operating rules of the ditch systems implemented. <br /> <br />The proposed demand-based system operating plan developed for the Gurley and Cone <br />systems incorporates the following components: <br /> <br />o Track water by account year-round. <br /> <br />o Allow year to year carry-over storage in reservoir. <br /> <br />o Forecast seasonal water supply for use in water management decisions. <br /> <br />o Lease or sell water and reservoir storage space. <br /> <br />As part of the development of the operating plan, a computer model was developed and used <br />to assess the impacts 01 the plan. The computer model was developed in FORTRAN after a <br /> <br />6 <br />
