<br /> <br /> <br />(1"j <br />o::1'l <br />c::> <br />~ <br />(;) <br />o <br /> <br />1 <br /> <br />This document is the 1990 supplement to the San Luis Valley <br />Wildlife Water Management Plan. Since the inception of this plan <br />several issues and ideas have been raised by persons inside and <br />outside of the DOW. Some of those issues and ideas involve <br />additional effort and research prior to being implemented, <br />therefore, this 1990 plan will closely follow the past historic <br />practices of the DOW's water use in the valley. . <br />In addition, prior to the full implementation of this Water <br />Management Plan the completion of SLY management plans for <br />fisheries, waterfowl and waterbirds, as well as a technical <br />analysis of the water availability must be completed. These <br />plans will be specific to the SLY following the guidelines <br />established by statewide objectives and will be completed prior <br />to the implementation of the 1991 annual plan. The technical <br />analysis is expected to be completed by the end of 1990. <br />Until the SLY waterfowl and fisheries plans are completed a <br />true ranking system is not workable. Therefore, until such time <br />as the remaining plans are completed the DOW will not rank the <br />objectives,nor assign weights that are described in Part I of <br />the Water Plan. The statewide management objectives will provide <br />the means by which the ranking system will operate. It is <br />anticipated that the ranking and weights used to pr.ioritize the <br />use of water will be implemented in the 1991,plan. <br />This 1990 water plan will indicate the use of water for this <br />year only. And will depend a great deal on ,the actual physical <br />amount of water available. <br /> <br />WATER ALLOCATION <br /> <br />During 1990 water resources owned by the DOW will be <br />allocated to meet the following objectives. The actual physical <br />supply available will determine how many of the objectives can be <br />met. Changes in objectives within the entire list may occur <br />during the year as the situation dictates. This list of <br />objectives constitutes the DOW's best estimate of how its water <br />will be used in 1990. <br /> <br />Reservoirs Not Requiring Annual Water Supply <br /> <br />Alberta Park Reservoir-maintain 597 AF for a cold water lake <br />conservation pool. To be filled under its own priority and/or <br />with transmountain water. <br /> <br />Beaver Reservoir- maintain a minimum of 2000 AF as cold <br />water lake conservation pool. To be filled under its own <br />priority and/or with transmountain water. The balance of its <br />capacity will be released by DOW to satisfy existing exchange <br />agreements. <br /> <br />Big Meadows Reservoir-maintain 2436 AF as cold water lake <br />conservation pool. To be filled under its own priority. <br />
