A statement as to the one alternative <br />plan for reduction of salt discharge <br />tha t the appl i can t recommends be <br />adopted including an evaluation of <br />the techni cal, econom i c and legal <br />practicability of achieving no <br />discharge of salt. <br /> <br />9. Such other information as the permit- <br />ting authority may deem necessary. <br /> <br />IV. In determining whether a "no salt" discharge <br />is practicable the permit issuing authority <br />shall consider, but not be limited to, the <br />water rights and the technical, economic and <br />legal practicability of achieving no dis- <br />charge of salt. <br /> <br />V. Where "no-salt" discharge is determined not <br />to be practicable the permitting authority <br />shall, in determining permit conditions, <br />consider: <br /> <br />A. The impact of the total proposed salt <br />discharge of each al terna t i ve on the <br />lower mainstem in terms of both tons per <br />year and concentration. <br /> <br />B.
