<br />Forum Activities <br /> <br />Review of NPDES Policy <br /> <br />o In March 1981 the problem of the Rio Algom discharge of <br />~ <br />rv saline intercepted ground water was presented to the Forum <br />-J <br />Work Group. A subcommittee, with Calvin K. Sudweeks of Utah <br /> <br />as chairman, was formed to study the problem. In May 1981 <br /> <br />the subcommittee reported that the term "practicability" <br /> <br />should be defined in more detail and that the industrial <br /> <br />responsibility should be more clearly specified. <br /> <br />Because of the potential of similar problems in the <br /> <br />basin, the subcommittee responsibility was expanded. This <br /> <br />committee was to review the Forum's 1977 NPDES permit pOlicy. <br /> <br />A representative from each state and EPA Region VIII was <br /> <br />assigned to the subcommittee. <br /> <br />A intercepted ground water policy was adopted by the <br /> <br />Forum on October 20, 1982. This policy more clearly defines <br /> <br /> <br />the type of information to be submitted by the discharger for <br /> <br />the permitting agency review. The policy is included as <br /> <br />Attachment A. <br /> <br />Water Rights <br /> <br />The Forum Work Group appointed a committee to explore <br /> <br />the water rights and interstate compact issues which may be <br /> <br />raised by salinity control projects. The committee dis- <br /> <br />cussed this matter several times during the year and reported <br /> <br />to the Work Group at its August 1982 meeting. <br /> <br />-37- <br /> <br />~ <br />
