<br />Control Commission's regulation for implementing the Colorado <br /> <br />o <br />~ <br />I-" <br />'.71 <br /> <br />River salinity standards through the discharge permit program <br />which became effective in May of 1978. <br /> <br />~~1~~~ - Authority for issuing NPDES permits was <br />delegated to the state. The state Division of Environmental <br /> <br />Protection has reissued all of the permits previously issued <br /> <br />by EPA. <br /> <br />On August 1, 1982, Nevada Power Company met the i r zero <br />discharge of brackish cooling water from both the Clark and <br />Sunrise Generating Stations to the Las Vegas Wash. Nevada <br /> <br />Power Company accomplished this by constructing a waste water <br /> <br />(blow down water) recovery system consisting of holding <br /> <br />ponds, brine concentrators, and evaporation ponds at an <br /> <br />approximate capital cost of $19,000,000. The product water <br /> <br />from the concentrator, which is estimated to reCOver over 85 <br /> <br />per cent of the influent water, is reused. The remainder is <br />discharged to the evaporation ponds. <br /> <br />Clark County and the City of Las Vegas are continuing <br /> <br />their programs to coordinate, investigate, and encourage the <br /> <br />implementation of management practices toward the reduction <br /> <br />of waste water salinity. This program is primarily one of <br />public education on salinity control and optimum use of water <br />softeners. In accordance with the requirements of the NPDES <br /> <br />permits, each entity submits a salinity control report to the <br />state Division of Environmental Protection annually. <br /> <br />-25- <br />
