<br />OOC886 <br /> <br />10 <br /> <br />(B) Diversion Data 1943-1946 (Continued) <br /> <br />pre-Caddoa period probably gives the most nearly accurate measure of what <br /> <br />John Martin Reservoir has done in its uncompleted condition and to a lesser <br /> <br />degree what it may be expected to do when completed. <br /> <br />The operation of John Martin Reservoir during 1943-1946 cannot, alone, <br /> <br />be credited with having inoreased the winter diversions nor definitely charged <br /> <br />with the very minor decrease in summer diversions of the ditches in Colorado <br /> <br />Water Districts 14 and 17 upstream from Caddoa. <br /> <br />"_' i', <br />Since, however, 1ll1der existing; " <br /> <br />practice whereby upstream ditches with junior priorities are not re~uired to <br /> <br />let water go by to supply senior priorities dmn~lstream, whenever the d~"nstream <br /> <br />prioritie~ can be suppl,ied from water stored in the reservoir, it appears that <br /> <br /> <br />increased upstream winter diversion may be credited in a major degree to the <br /> <br />operation of John Martin Reservoir. <br /> <br />The increased summer diversions and decreased winter diversions downstream <br /> <br />from Caddoa both in Colorado Water District Jn7 and in Kansas during 1943-194~ <br /> <br />are attributable largely to the operation of John Martin Reservoir, although <br /> <br />other factors may have contributed to such increases and decreases in diversion. <br /> <br />Discrepancies in water supply availability, which appear in various sections <br /> <br />and subsections of the river, be~Teen the ~uantities of water diverted from <br /> <br />the river and the volumes of water entering at the head of the river section, <br /> <br />'... <br /> <br />, <br />.,--li~< <br />
