o

-
~.

c:
~
c
c.

II.

CONFIGURATIONS CONSIDERED

The Denver Water Board's water appropriations in the Eagle and Piney River basins date
back to 1956 for those rights located on the Eagle River and its tributaries and for those on the
Piney River and its tributaries. Appropriations dated 1971 are located on the Eagle River near
the town of Wolcott and on the Colorado River near the town of State Bridge.

The development of various operational configurations to incorporate these appropriations
into the Roberts Tunnel collection system was the major objective of this study. A large number
of operational configurations were identified during preliminary evaluations. Subsequently, these
were reduced to four as a result of the geotechnical, water availability, and environmental studies.
These final four configurations were then studied in further depth to arrive at the recommendation
presented herein.

These four operational configurations ar', the Eagle-Piney configuration. the Eagle-Colorado
configuration, and two hybrid configurations made up of components of these; the Piney/Eagle-
Colorado configuration and the Eagle/Piney/Eagle-Colorado configuration. They all provide
flexibility to accomodate the rapidly changing economic. environmental and legislative factors.

The Eagle-Piney configuration would integrate the Board's 1956 appropriations on the Eagle
and Piney Rivers by gravity diversion of a portion of the runoff from the tributary streams into
conduits and tunnels for direct release to Dillon Reservoir. Water collected in the Piney River basin
could be stored in Piney Reservoir for later release to Dillon Reservoir. The major features of this
configuration are Piney Dam and Reservoir, 39 miles of conveyance tunnels, 22 miles of conduits,
and 39 stream diversion structures, all as shown on Plate 4.

The Eagle-Colorado configuration would integrate the Board's appropriations on the Eagle
and Colorado Rivers by diverting a portion of the runoff of the Eagle River near Wolcott and
pumping into the Eagle-Colorado Reservoir on Alkali Creek for storage. A portion of the runoff
of the Colorado River near State Bridge would also be diverted by pumping into the Eagle-Colorado
Reservoir. Water stored in the Eagle-Colorado Reservoir would be delivered to Dillon Reservoir
by pumping from the Ute Creek pumping station located east of the Eagle-Colorado Reservoir.
The major features of this configuration are the Eagle and Colorado River diversion pumping
stations, the Eagle-Colorado Dam and Reservoir, the Ute Creek pumping station and approximately
41 miles of tunnel, as shown on Plate 5.

The two hybrid configurations make use of components of these two major configurations,
allowing for somewhat different staging and sequencing of construction.

The Piney/Eagle-Colorado configuration shown on Plate 6 consists of the Piney River
facilities and a conveyance tunnel to Dillon Reservoir with staged development of the Eagle-
Colorado configuration. The major features of this configuration are the Piney and Eagle-Colorado
Dams and Reservoirs, the three pumping stations, 44 miles of conveyance tunnels, 14 stream
diversion structures, and 11 miles of conduit.

The Eagle-Piney/Eagle-Colorado operational configuration shown on Plate 7 consists of the
Eagle-Piney configuration with later staged Eagle-Colorado facilities. The major features are the
Piney and Eagle-Colorado Dams and Reservoirs, the three pumping stations. approximately 62
miles of conveyance tunnels, 39 stream diversion structures, and 22 miles of conduit.

The Eagle-Piney configuration can integrate the Board's 1956 appropriations on the Eagle
and Piney River basins whereas the Eagle-Colorado configuration can incorporate both the

5
