<br />f{i~ <br />..':'-' <br /> <br />DISCUSSION <br /> <br />.~ <br />~ <br />,'~ <br />~ <br /> <br />In table 3, shallow water wetland development applied acres are <br />almost equal to planned with many developments yet to be installed~ <br />This is because the average wetland development upon implementation is <br />exceeding the planned estimates. ' <br />We think the planned estimates (HUV's) are close to what the <br />actual will be from data gathered on annual monitoring sites and from <br />the 6 completed/applied contracts for all species except the pheasant. <br />'It is beginning to appear that projected losses in pheasant HUV's will <br />not be as great as the planned condition projects. However, since a <br />net loss in pheasant HUV's is predicted we will continue to emphasize <br />upland habitat development particularly in terms of herbaceous cover. <br />Through CWEP evaluations, greater value (WUV's) can be achieved <br />through construction of wetlands in upland sites verses enhancement of <br />existing wetlands. We will continue to give a higher priority to new <br />wetland development on upland over enhancement of existing wetland. <br />Evaluation of the species models for the 214 HEPed salinity <br />contracts indicates replacement of wildlife ~abitat values forgone <br />will be achieved with the exception of habitat v~lues relative to the <br />pheasant model. However, total HUV's for all species combined <br />increase from existing to planned condition. Due to the small number <br />of completed contracts, there is not enough information to discuss <br />completed contract results. <br /> <br />i/';) <br /> <br />CONCERNS AND RECOMMENDATIONS <br /> <br />\. <br /> <br />It is recommended that contracts with wildlife practices be <br />reevaluated through HEP and CWEP 15 to 20 years following completion. <br />,The applied values calculated atthe'time of contract completion ~an <br />then be compared to what they are over the life span of the wildlife <br />practices. <br />, It is recommended that CWEP be replaced by the Avian Richness <br />Evaluation Method (AREM) For Lowland Wetlands Of The Colorado Plateau <br />and used for wetland evaluation in the Lower Gunnison Unit. <br /> <br />29 <br />
