<br /> <br />y <br /> <br />Environmental Statement on San Juan':Che.ma Project--Collection <br />~nd Diversion UJ?it,- cOlOr8:dO-Nc:.w MeXico, a Partj.cipati~?; <br />~ject of the Colora~~~}yer Storage Project, Pursu~nt to <br />Section 102n~)( c) of thf) Nations,l Environmental Policy Act, <br />of 1969 <br />-- <br /> <br />Summary of Effects on Human Environment . <br /> <br />The development of the diversion element of the San Juan~Chama <br />project will add to the quality of the human environment by <br />providing a dependable water supply for the city of Albuquerque <br />and supplemental irrigation water for the Middle Rio Grande <br />Conservancy District. It will also provide substantial fish <br />and wilQlife benefits through the increase in flow of the Rio <br />Grande, and recreational benefits will be created by Heron <br />Reservoir. The decrease inflow in the three small strea~s <br />due to the diversion will have minimal effect on the '1latersheds. <br />The areas are very small and sparsely populated. These adverse <br />effects have been evaluated and reflect in the economic analysis <br />of the proposal. <br /> <br />Development of the collection and diversion element of the <br />project has been planned cooperatively by the Bureau of Recla- <br />mation and other Federal and State agencies and local organi- <br />zations having responsibilities for and interests in the water <br />and related land resources and the associated ecological systems. <br /> <br />l'!ature of the Activit~ <br /> <br />The field investj,gation and planning '\wrk for the collection <br />and diversion element of the San Juan-Chama project were <br />completed prior to enactment of the National Environmental <br />Pol~cy Act of 1969 (PubliC La'll 91-190). However, the policies, <br />goals, and directives of the act have been met through the <br />systematic, .interClj,sciplinary procedures used for coordination <br />of planning studies and reports on Federal water and related <br />land resources projects. <br /> <br />The initial stage of development of the San Juan-Chama project <br />was authorized for construction under a bill passed by the <br />:Congress and si@led into law by the President on June 13, <br />!1962. The project, authorized as a participating project of <br />the Colorado River Storage, will make possible an average <br />annual diversion of about 110,000 acre-feet of '1later from <br />the upper tributaries of the San Juah Rive'r in the Upper <br />Colorado River Basin, through the Continental Divide, for <br /> <br />
