INTRODUCTION <br /> <br />The 1975 Assessment of water and land reeources is for the <br />purpose of identifying and describing the Nation's eevere water <br />problems and indicating the urgency of their resolution from a <br />national .and State-Regional veiwpoint. The Assessment is conducted <br />by the U. S, Water Resources Council in cooperation with Federal and <br />State representatives within functions assigned to it by the Congress <br />under provisions of the Water Resources Planning Act of 1965 (Public <br />Law 89-90). <br /> <br />During February 1974 the Water Resources Council initiated the <br />1975 Assessment of Water and Land Resourcee throughout the United <br />States. The Assessment has three main parts or analyees. First, <br />is the nation-wide analysis performed by Federal agencies to develop <br />a nationally consistent set of volumetric and non-volumetric data <br />covering the entire United States and broken down in detail for 106 <br />ASA's in 21 Assessment Regions, including narrative and numerical <br />information; second, is the Specific Problem Analysis performed by <br />Regional Sponsors with assistance of State representatives, and <br />regional representatives of Federal agencies in each of_ the 21 regions <br />for the purpose of articulating the State-Regional viewp~i~t concern- <br />ing water-related problems and for providing information.~or use in <br />the National Assessment report; and third,. is a national priorities <br />analyeis for articulating priorities for reeolving identified water <br />problems and documenting same from.a national viewpoint, including <br />summaries of the State-Regional conclusions and recommendatione <br />documented during the Specific Problem Analysis phase performed by <br />the State-Regional sponsors, <br /> <br />The Specific Problem Analysis portion of the Assessment includes <br />four separste documents, The first document,.identified as Technical <br />Memorandum No.1, includes listing of problems throughout the AWR Region. <br />The second document is identified as s Technical Memorandum on Activity <br />2, Phase II, covering State-Regional Futures and Problems Lists. The <br />third document, identified as Activity 3, Phase II, is a Technical <br />Memorandum covering the analyeis of problems identifoed by the Regional <br />Sponsor, including determination of the probable a~veree and/or bene- <br />ficial effects if severe water and related land problems are not solved <br />from the State-Regional Future vieW?oint. <br /> <br />This is the fourth and final document or formal report of the <br />Arkansas-White-Red Basins Inter-Agency Committee (the Regional Sponsor <br />for the AWR Region) covering the Arkansas-White-Red Region which eum- <br />marizes the State-Regional Futures as seen by the Regional Sponsor. <br /> <br />5 <br />
